Foster Youth to Independence Tenant Protection Vouchers
Portland Housing Authority in partnership with the Department of Health and Human Services is administering the Foster Youth to Independence Tenant Protection Vouchers.
FYI-TPV Vouchers are limited to 36 months and recipients will be required to pay 30% of their income or 50$ a month toward their rental – whichever is higher.
The initiative aims to help communities across the country:
Eligible youth must meet the following conditions:
Eligibility is not limited to single persons. For example, pregnant and/or parenting youth are eligible to receive assistance under this notice assuming they otherwise meet eligibility requirements

The initiative aims to help communities across the country:
- Address gaps in the availability of FUP for youth across the country.
- Increase housing options for youth with a current or prior history of child welfare involvement that are homeless or at risk of homelessness.
- Contribute to the federal goal of preventing and ending youth homelessness outlined in Home Together: The Federal Strategic Plan to Prevent and End Homelessness.
Eligible youth must meet the following conditions:
- Has attained at least 18 years and not more than 24 years of age;
- Left foster care, or will leave foster care within 90 days, in accordance with a transition plan described in section 475(5)(H) of the Social Security Act at age 16 or older; and
- Is homeless or is at risk of becoming homeless.
- Receipt of a voucher will be contingent on passing mandatory background checks and not exceeding income eligibility requirements.

Services must be offered to FYI-TPV recipients. These will be offered to recipients from the PHA Empowerme Program, Preble Street Youth Services, and Goodwill Youth Workforce Solutions.
- FYI-TPV recipients will be eligible for the following from the agency of their choice and based on their needs
- Required types of supportive services
- Basic life skills training
- Housing counseling
- Landlord support services
- Employment and training
- Education and career advancement services
